With XP HE I have in the tasktray an icon that indicates it is safe to
remove selected hardware. If I remove ADMtek ADM8513 which is a network
ethernet adaptor I cannot get IE or OE 7 until I restart. With a restart I
am back to normal (icon in the tray).

It appears that this adapter is not releasing it's hold on the network
connection. I'd suggest trying updated drivers from the manufacturer's
website. If that doesn't work, then contact the manufacturer's support for
assistance in making it let go! :)

Well, then don't remove it.

This sounds as if your network adapter is a USB device. The "safely
remove hardware" icon appears whenever you have a USB device connected
because some USB devices need to be "stopped" before they can safely be
removed. See http://www.helpwithwindows.com/WindowsXP/howto-07.html
(I don't suggest "always hide" for this icon if you have any OTHER USB
devices that you might use).
