Admins can log in, Users cannot

I asked this question several days ago, but have not gotten a workable
answer.

Admins are able to log in, but users are blocked with the error message
"your account is configured to prevent you from using this computer". The
support information for this error message did not help.

As it stands currently, I have added the users to the "allow local logon"
entry in the group policy editor. The "deny local logon" entry is empty.
What other steps can I take to enable users to log on?

I have had this happen to some plain user accounts in the last week or
so. Some users account can logon into machine(s), others cannot. MSKB
285665 does not help. Did you find a solution.

By the way, these are WinXP SP1 machines with all the latest security
fixes.
