I am the only user of my computer and there is only one account set up but I
have had a message on a number of occassions telling me that I do not have
admistrators rights to alter settings etc.

Probably because you got stuck with the Home Edition of Windows XP. That
one requires you to reboot into Safe Mode whereupon you can then logon under
the "Administrator" account. In Windows XP *Pro*, you can just logoff and
login on under the "Administrator" account.
