Administrator Unable to Edit Group Policy in Windows 2000

Hi. I'm running Windows 2000 Server with SP4. When I open up GPEDIT.msc to
edit settings I get this error, Access Is Denied. I get this message when
logged on as an administrator. I recently made some changes and didn't
exclude administrators from editing the GPO.

This server is not part of a domain. It is a stand alone server.

I have looked at this KB article 263166. The registry keys mentioned aren't
there.

I am also having a similar problem on a WinXP Pro test computer.

Does anyone know how I can fix this problem?

See if you an take ownership of the following registry key and make sure the
change propogates down to subkeys:

HKCU\Software\Microsoft\Windows\CurrentVersion\Group Policy Objects

The key Group Policy Objects is only created when gpedit.msc as soon as
gpedit.msc
is closed the Group Policy Objects reg key is deleted.

If this doesn't work you may want to create a new user, give him local admin
rights. And run computer as this guy is the issue doesn't occur.

Are you getting any errors in your event log, perhaps a 1030 and 1058
flooding your logs every few minutes? Have you touched any of the SMB
signing options in Group Policy? And lastly, are you having any trouble
getting to file shares on the server in question?
