Administrator can't download programs

My computer is hooked up to my dad's computer and we share a wireless
connection, etc. A few days ago I had to replace my motherboard and have
since been trying to gain back all the programs that I lost. However, every
time I try to run the setup for Flash, a popup tells me that I need
administrative privileges to do so. I checked my system information, and I
am the administrator! Any tips would be welcome!

Did the operating system work as is when you replaced the motherboard or did
you need to do a reinstall?? Is this XP Home or XP Pro? Is Flash the only
problem you are having? I would double check that you are indeed logged on
as an administrator. You can use the command net localgroup administrators
to see what users are in the local administrators group. If you are unsure
of how to open the command prompt enter cmd.exe in the run box and hit OK.

It's XP Home and other than Flash, the only problem I've encountered has been
a very, very unstable wireless connection (as in turning off and on every few
minutes). I'm pretty clueless, but I'm assuming that by "operating system"
you mean XP Home, which I did not have to reinstall. And I definately am
logged on as an administrator, according to "User Accounts" anyway.
Thanks for your help, though I may be too computer-illiterate to use it
well...
