administrator account doesn't have full privileges

My user account is an administrator, but suddenly it
doesn't have all administrator privileges. In the
Control Panel, I can't Add/Remove Programs, I can't
open the Device Manager under the System icon, etc.
I tried creating a administrator account, but it also
doesn't have full admin priviliges. I assume something
is screwed up in my Registry.
Anyone have any ideas?

Is your account ONLY in 'administrators'? If it's added
to another group also, that might be your problem. In
permissions, the most restrictive wins. Right click my
computer and choose manage. Expand 'local users and
groups' and double-click on your account. Hit
the 'member of' tab and if your account is part of
another group along with administrators, delete the
other group. Hope that helps Wayne B.

Unfortunately, when I click on Manage, nothing happens.
It's a Catch-22. I need full administrator permissions
to make the changes to give me full administrator
permissions.
