Administrator Account blocked PLEASE HELP!?!!!!

I was fixing a clients Dell, and all of a sudden, the administrator account is blocked. I can sign in as the administrator, and administrative accounts, but control panel, right click on desktop, and a few other things are "Access Denied"
Anyone know hwo to fix this and restore it? Any help is GREATLEY appreciated ...
