administrative rights issue

I have an app that requires administrative rights on the local workstation
in order to run on Windows 2000. It runs fine on win 98(no security there)
I don't want the user to have admin rights. I have searched and tried
runas, and purchasing runas prof, running regmon to see what registry keys
where needed ( way too many to try)... with out any luck.

Is there a way to get group policy to have a user log on to the network, and
GP set up so he could only run that particular application... as the local
admin of the workstation.... not admin of the domain?

In other words, make everything unavailable to him on the local machine
except that legacy app that requires admin rights on the local machine in
order to run...?

Any ideas ?
