I have inadvertently blocked access to my "Internet Options" by invoking
administrator authority...although I am the owner-administrator of my
computer I don't know how to restore the setting allowing access and control
of that feature.
Can you help with instructions?

have you tried system restore?
 
On the log in screen press [Ctrl]+[Alt]+[Del]
This will give you classic log on screen log in using the id:
Admin and password, if any
Try to change the setting from there.
