ADMIN Shut Down

Does any1 no if it is possible to make an account unable
to shut down the pc when an administrator is logged on
but their workstation is locked.
when i lock my workstation it returns the pc to the
welcome screen and other people are able to log on. Is it
possible to make the account of a person who logs on
unable to shut down the pc while i remain logged on.
Instead of the warning that other users are logged on is
it possible to create a warning instead stating they do
not have correct privileges.

Hi again

is there anyway of preventing a user shutting down the pc
regardless of whether they are at the welcome screen or
logged on whilst an admin account is logged on but locked.
my problem is not preventin shut down at the welcome
screen it is preventing shut down when logged on whilst
my account is logged on but locked.
