Admin/limited user problems and security settings

I use Windows XP and Firefox web browser.

I downloaded a toolbar program from the site Neopets.com. I downloaded it
okay into the Admin account and the install program appeared onto my side
account. When I try to install it into the side account it says that I need
to be an Admin to install the toolbar. I checked the website and it said
that I need to lower my security settings, but have not been able able to do
so. Setting to defaul settings does not seem to work. I need to know:

Is there a way for my Admin account to approve the application in my side
account or if there is a way to lower the security settings. Thank you!
