You could apply a GPO to an OU that houses the users
accounts and have the Admin accounts in a different OU. >--

What specific policies are you trying to set?
Most of them are set by stipulating which user or group is
associated with which setting.

Windows 2000 doesn't allow you to assing local policy to
users or groups. Everyone who logs on get the same local
policy.

You can use the 2000 System policy editor to assign policy
to specific users or groups of users on your local
workstation or standalone server.

If you are familiar with NT4.0 policy editor it is very
similar.
