I'm logging in as the domain administrator but I don't have permission to
install device drivers on workstations & W2K member servers. Can group
policy restrict the domain administrator for installing device drivers? If
so, how do I allow the admin to install drivers?

Yes that is the case, group policy can restrict you no
matter what you permissions are provided that you are in
the context of the policy. There are 2 ways I can think
of to get around this.

1. Move the administrator account to another OU out of
the context of the group policy. Though this won't work
if it's a domain policy.

2. Go into the properties of the group policy affecting
you. Go to the security tab. Add the administrator
account and explicitly deny "Apply group policy"
permission. Think carefully before you do this bcause
the entire policy will no longer apply to the
administrator.
