Simply opening the file will not place the contents into the address book
view.
Clarify what you want to do.
Do you want to keep this as a second data file in your Outlook profile,
or do you want to copy its contents into your current default Outlook
Data File? The latter would be better in the long run.
Also, you need to specify which mode of Outlook 2000 you are using. If
you don't know, look at Help | About, line 2. It will be either
"Corporate/Workgroup" or "Interment Mail Only"

First you must remove the read only attribute the file acquired from
being on a CD.
Then you must open the file in Outlook (File > Open) in order to access
its contents.

I copied the .pst folder from My documents on my desktop to a CD. Then
copied it back from the CD to My documents on the laptop.
I can clearly see it there, but when I go to Outlook 200 and use NEW
to prepare an e-mail, I cannot get to the Addressbook or for that
matter the .pst file.
When I click TO: it is just blank and does not give me the people I
want to send mail to.
Any ideas why it does not work?

You don't - you copy the .pst file from one computer to the other and
use
File->Open->Personal folders file to access your contacts folder.
