Address Bar

We have a problem with the Windows XP home edition that
came with our Dell computer. When my husband logs on,
another site opens up in the window other than the
Microsoft start page every time (he did not sign up for a
different start page), and the address bar is completely
missing. We cannot get it to show up, to see "where" he
is on the Internet, even by clicking on "address bar"
under "View." Do you have any idea how we can fix this?
