I ran the accessibility wizard and experimented with increasing the
text size. Then I reverted to normal. The text size in the address bar
(Is that the correct term? I mean the blue bar at the top of every
window) did not increease, but it has shrunk on returning to normal.
The icons and the whole address bar are affected, and in every
application.

Only the desktop in which I did this is affected.

Can I get my address bar to return to normal?

If you do still want to increase the readability of the Title Bars and also
the Task Bar (at the bottom of the screen, where the icons are), here are
the steps.

Control Panel
Display
Appearance tab
Advanced button
Click the triangle next to Desktop
Click "Caption Buttons"
Increase the size number to 25
Click OK
The preview shows the new result.

Advanced button
Click triangle next to desktop
Click Active Title Bar
Change Font number to 15
Click OK
Do you like the result in the preview?
Click the Apply button
Wait a while for the system to apply changes.

Thanks to both of you for your help.

Although I don't have eyesight problems myself (I was trying it out
for a friend), it will be useful to be able to change things in this
way for different screen resolutions, and to use different colour
schemes for different desktops (I separate work and personal).

In fact my personal wish list for Windows would include automatic size
adjustments of this type for different screen resolutions.
