ADDITON TO: Inactive Icons Not Hiding

When the inactive icons show, the circle with the arrow
vanishes. All icons show at that time whether or not
they are active.

I've quit trying to solve these little annoying desktop problems. On my
SP2 installs, one or two reboots seems to fix these issues.
