Additional Users "Cannot Start Microsoft Office Outlook"

My computer has four user logins set up on it. Two of us have used outlook 2003 and office 2003 for several years on this computer. I added office 2003 for the other two users and can open Word, Excel, etc.. but I cannot open Outlook. It immediately gives me a box with "Cannot start Microsoft Office Outlook" and nothing else. It still works fine for the two initial users.
 
Do those users have admin privileges? They might need them to configure
Outlook.
