I spent most of last week trying to solve this very problem. I found several sources (here and elsewhere) saying to use TCP/IP instead of NetBEUI, so I didn't try it for a long time. TCP/IP never worked for me. Setup wizards never worked for me. NetBEUI works for me

A key to Windows networking is to use the same, single protocol fo
File and Printer Sharing on all computers. Windows XP uses the TCP/I
protocol by default. If you haven't changed that, use only TCP/IP o
Win 98, too -- don't install NetBEUI or IPX/SPX, and remove them i
they're installed.
For TCP/IP, the simplest solution is to run XP's Network Setup Wizar
on the Win 98 computer. It will make all the necessary networ
settings
