I am trying to drag the IE icon to my taskbar so I don't have to minimize
all windows and double-click on it when I want to launch the internet.

It wont copy. The taskbar is not locked.

Or, drag the IE icon to the Quick Launch toolbar. In either case,
make sure that the Quick Launch toolbar is enabled:

1. Right-click a blank spot on the taskbar.
2. Click Toolbars.
3. Put a check mark next to Quick Launch.
