Is there a way to a website hyperlink to the notes section of
PowerPoint? All instructions are for adding a hyperlink to the slide
itself.

No, I'm pretty sure that notes pages don't support links of any kind.

NB: #NotesHyperlinks instead of #Noteshyperlinks

I didn't realize it but apparently <a name=whatever> references can be case
sensitive (browser dependent? dunno. not gonna take time to test right now.)
