Adding a scroll bar

Is it possible to add a vertical scroll bar to a FrontPage website? I would
like to add a scroll bar to the link bar, since my links are longer than my
page. Also, I have a few paragraphs that I would like to put in but not take
up the full space. Is this possbile?
 
If I understand your questions correctly:

A vertical scroll bar becomes active when your web page
content is longer than the browser window. This is a
browser function. Thus you do not need to add a vertical
scroll bar in Front Page.

As to your paragraph question, again if I read your
question correctly, I would suggest you look in designing
your page layout using Tables (see Front Page Help).
