Added Redaction-no tool bar and not in view any suggestions?

I added the Redaction tool but the tool bar didn't show up. I went to view,
toolbars and it wasn't there. Any suggestions as to how to access it so I
can use this feature
 
Did you right click in menu to see if it's there?
Did you reboot?
Did you check Tools Templates and Addins and see that it is checked marked?

It is rather tricky the Redaction toolbar I found.
