I have a program there that I no longer use, and I can not uninstall it cause
some kind of file is missing.

Is there a way to take it off the list?

Reinstall the program. Then try to uninstall it.

You can use Microsoft's uninstall cleanup utility but that won't get rid
of all the files and registry entries for the program. You'll have to
delete those remnants yourself. It just gets rid of the entry if you
can't stand seeing it listed.
