Add/Remove Programs corrupt

XPpro SP1 ... went to Add/Remove Programs and there are many entries
missing plus none of the existing entries show a Remove button.
Searched the MS KB and tried a few things, no help, so reinstalled XP
on top of itself which did nothing for this problem. Any other ideas?
 
oh and system restore could not restore any previous restore points
