add registry key via gpo

I have windows 2000 servers, and windows xp workstations. I recently was
able to roll out Office 2003 via a GPO, but on some computers the outlook
launch icon is missing from the desktop. I have a registry key that fixes
it for me.

[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\Desktop\NameSpace\{00020D75-0000-0000-C000-000000000046}]
@="3"

I am hoping to roll this out to my workstations via a GPO. I think the
answer lies with something called administrative templates, but I'm not sure
how to go about this. Any tips?

I have a question about your adm file.

I pretty much translated so I could get a feel for what it's doing, in
concept at least. One thing that has now confused me is that it does work,
but it allows you to delete the icon from the desktop, and appears to not
restore it after a reboot. Is this by desugn? Can I not make the presence
of the Outlook 2003 icon mandatory?

Wow. Sure it does. ;)
but it allows you to delete the icon from the desktop, and

Thats something special on that case. You only can add the Outlook Icon to
the desktop. Once enabled with that policy you can not delete the Outlook
icon by disabling the policy, because you can't delete a entire registrykey
with an adm file. If you disable the policy you only delete the removal
message registry value.
