Add or remove programs

When I click on the "add or remove programs" link, nothing happens. All the
other links in the control panel work. I've tried every link I can find to
unintall programs and none are operational?

What's the fix Please?

Are there any UI tweaking tools or other utilities
installed that would allow changes to be made to the windows
system. (Note: TweakUI (MS) and Norton SystemWorks both have
similar tools)

Explore. It seems that somehow the uninstall system is disabled.
