add "junk mail" button to toolbar

When in the junk mail folder, there is a toolbar button to mark a message as
"not junk"; there should be a button in the inbox toolbar to mark a message
as "junk mail."

There already is a way to do that. You right click on the junk mail and mark
it as Junk.

This method is cumbersome and slightly ambiguous. I still think there should
just be a button on the toolbar

A third party app like Antispam from Norton can do that.
