Add hardware wizard

Is there a way to get the 'add hardware wizard' to show so I can cancel any
installation of drivers upon re-boot? Mine only shows the icon in the
taskbar, clicking on it does nothing. Trying to update my video card drivers.

Control Panel > Add Hardware
 
I'm mean with regards to updating of video card drivers, I'm aware of the
'Add hardware wizard' within control panel. My situation is after
uninstalling the drivers for my video card I'm prompted to re-start my
computer. Upon restart Windows 'Add hardware wizard installs drivers
automatically. As per my video card instructions state, I'm supposed to
uninstall the old rivers before installing the new ones. I'm not able to
cancel the install of the drivers upon re-boot, so I can install my
downloaded drivers.
 
Yes, but I was under the impression that in order for the uninstall to be
complete you had to restart before installing the new drivers. Is this not
true? Thanks for the assistance.
 
Yes, you're correct - to fully complete the uninstall process a reboot is
required, but you can also install new drivers in the meantime and have
both actions fully completed by the next reboot. Similar to the way in which
you can install multiple Windows updates with a reboot after each one, or
with just a single reboot after installing all of them.

This is my understanding anyway - if someone wants to suggest differently
then they are welcome.
