add caption to picture

I want a simple program that will open a picture, let you type a caption on
it
in wysiwyg style (say black text on white background), and save it again.

I have found various programs that can do this but they need too many steps
and adjustments to get it right.

This is for an elderly person who does not know much about photo editing.

Thanks

=====================
Windows 'Imaging' programme does this either by direct typing or by text
from a (Notepad) file. Open 'Imaging' and look in 'Annotations' . To find
'Imaging' go to Start / Programs / Accessories / Imaging

Cic.

I have windows XP, imaging is no longer a part of windows.

Now XP has the microsoft image and fax viewer, that can annotate but only
TIF images.

IrfanView and MS Paint can both add text to pictures.

My god... how could I be so stupid...?
Irfanview does not do this in WYSISG form, meaning you have to type
the text in a text box first... but paint....
lol paint does EXACTLY what I wanted and it was right there in front of me!
lol

thanks

Unfortunatly I spoke too soon. Paint can write the text in wysisyg but
if the image is of high resolution you can not zoom so that it is fit to
page...

so that is a problem....

I use IrfanView and MSPaint 'together' - I tuneup the pic in Irfan,
paste it into Paint for the text work, and may go back to Irfan for some
final touches. I'm sure there are better graphics programs for all
that, but I had half a dozen or so giveaways which came with cameras and
scanners and such, and the Irfan/Paint does what I need about the text.

Well I have been looking for some time myself and not found one that will do
this... I want to add a caption in say white but with a black border round
EACH LETTER (NOT round the whole caption like a frame). This enables the
caption to be read across a light /dark background. Nothing is more annoying
than to try and read a white caption against a white background when the
caption started on a black background.
Any suggestions?
Bye the way I looked at Imaging as suggested here but when I loaded a
picture most of the options were grayed out- dunno why.

This will do it.

Picasa does this very easily. And, your user may find that the way
pictures are organized is pretty intuitive too.

There's a pretty powerful text adding feature in PhotoFiltre

http://www.photofiltre.com/

No it cannot.

I want black text on a white background...

photofiltre can only give you black text with a white shadow or outline.

Image Forge is a good program to add text in wysiwyg fashion. You can also
rotate the text, adjust its transparency, etc. Let's you zoom in / out, some
nifty special effects, self-contained slideshows & screensavers, etc.

Although it won't "outline" text as per the wishes of a previous poster,
this could be done with a little more effort by simply duping the text with
a new colour and offsetting it.

The interface is a little odd with Teddy Roosevelt(!) along to help you out,
but otherwise it's a terrific alternative to MS Paint.

This isn't accurate. Check the "Text | Effects" tab. The text,
background, drop shadow, and stroke (outline) can be any color you
want. I've used Photofiltre often to add captions to photographs.

Picasa cannot do this.. I have tried it!

Indeed image forge can do this.

There is one drawback.. the interface is of a 1992 design!

Yeah, it's goofy all right which is weird since the latest version is 3.6
dated Sep 2004. However, under Preferences you can adjust it somewhat so
that it doesn't use its normal skin and looks more like a regular Windows
program.
