Add an automatic footer to Outlook to appear on all messages.

I am attempting to find a way to have all users' outgoing messages have a
footer added for the organization's confidentiality statement.

I know how to have a footer added to PRINTED messages, but cannot find how
to have it SHOW on ALL sent messages.
 
This can de done at the individual level by applying a signature, if you are
using Exchange then you would need a coded solution to write a Exchange
Event sink (depending on Exchange version) or go third party.Googling on
Outlook Email disclaimer brings up a few hits!
