Add a new printer "icon" is gone

Greetings to all,

Using Win2k Adv. server SP4, I want to add a new printer on a server (DC)
but funny, the icon "add a new printer" in the settings/printer has
disapeared. Its not a GPO matters since the "prevent users to add a new
printer" is set to NOT CONFIGURED and the effective permisssion is set to
NOT CONFIGURED!

I have reapplied SP4 with no luck. How can I get back this icon or at least
install a new printer real quick ?
