AD tools not functioning

I have installed the tools to manage AD from XP. When I
try to edit a group policy, I get a permissions error. I
have admin rights to my user.

What specific admin rights do you have? To edit a GPO you need the
appropriate permissions and unless these have been changed, by default
only Domain Admins (and Enterprise Admins in the forest root domain) can
create and edit GPs, as well as Group Policy Creator Owners. Permissions
can also be delegated to you.

What is your specific need so we can give you a more precise answer?

I have set myself with Domain admin, and enterprise admin
rights and assigned the Group policy owner right. I want
to be able to edit the group policies using the desktop
tools instead of connecting to the DC everytime.

Are you using the Adminpak.msi from Win2K or Win2K3? You need the one
from Windows Server 2003 in order to administer from WinXP. Check out
