AD Infrastructure Owner not properly restored

We have a single AD Domain with 70 DCs. 2 weeks ago the
(FSMO) Infrastructure Owner died and was rebuilt.
Unfortunately the engineers who rebuilt the server using
the same name did not restore the system state (Very
naughty). Now we have a problem where the Infrastructure
owner is still being advertised as the original server but
when we try to change the role over to another server we
receive the "Current FSMO holder could not be contacted"
error message even if we try to perform the change on the
server which the AD thinks is the Infrastructure Owner.

You will have to seize Operation Master on another server. See
http://support.microsoft.com/default.aspx?scid=kb;en-us;255504 on how to do
that. Can't you just rebuild DC and restore from backup ?
