AD and NTLM not replicating

Hi,
I'm having a problem that I wonder if anyone has seen before.

The domain is running in mixed mode (Win2k and WinNT servers, and the same
with workstations). Any new user accounts we create can be accessed on the
Win2K clients, but can't authenticate using NT clients. The accounts appear
to exist correctly in AD, but when I fire up the old User Manager for
Domains on the NT servers, the users don't exist (old users do).
Checking the AD Computers and Users snapin, the NT servers are listed
correctly as domain controllers (in mixed mode), but if I look in the
Active Directory Sites and Services only the Win2K servers are listed as
DC's.
It appears that the active directory data is not being replicated to the
NTLM.

Has anyone else seen anything similar and, if so, is there a way to get it
working again?

Just tried something else that makes it a bit more interesting.
If I add the users using the old User Manager for Domains the changes
appear to replicate to AD. It only the replication back the other way
that's failing.
