Have you tried asking the people in your company that take care of your

Hi Jen,

According to following Microsoft Office Assistance Web Site you will not be able to
download ClipArt without having the "Microsoft Office Template and Media Control"
ActiveX control installed.

"Downloading clips, templates, and training with the ActiveX control Help Assistance"
http://office.microsoft.com/assistance/preview.aspx?AssetID=HP01034941&CTT=10

And according to the following Microsoft Knowledge Base Article your Administrator
can deploy this particular ActiveX control so that members of the Users group can
download and run it.

KB240897 - Web Pages with ActiveX Controls Are Not Displayed Properly
http://support.microsoft.com/?scid=240897

Also, you may want to try posting to the appropriate newsgroup:

microsoft.public.design.gallery

You can access the Clip Art Newsgroups Web Page by visiting the Clips Online Web site
and (in the left-pane under "Things To Do") clicking the link "Read our newsgroup".
