ActiveX Controls in Outlook

I'm using Outlook 2002. We have setup signatures using HTML. When I open an
email that is in HTML format I receive the following message "Your current
security settings prohibit running ActiveX controls on this page. As a
result, the page may not display correctly".
I've tried recreating the signature and not using the Advanced button, I'v
adjusted my ActiveX controls on my internet explorer, I have chosen Word as
my editor, and I've tried adjusting some registry settings but nothing seems
to work. Where do you find the settings in Outlook 2002 that run ActiveX
controls and how can I get rid of this messag?
