Active Window behind an Inactive Window

The Active Window is behind an Inactive Window and will
not come to the foreground to be visible.

(Windows XP Pro and Windows 2000 Pro experience this
problem with IE6.0 SP1)

I right click a hyperlink and chose to Open In Another
Window. I then quickly chose to select the previous
window that I was working in - the parent window, if you
will. I am stuck with the child window visible but
inactive. When I select the parent window it shows that
it is active in the Active Title Bar (my Active Window
Title Bar is darker than the Inactive Window Title Bar).

If I wait around four seconds or so, I can select the
Active Window (behind a window) and bring it to the
foreground with the Inactive Window remaining in the
background (as it should be).

I wonder if it could be the Yahoo Toolbar and the Google
Toolbar that I have installed that are attempting to block
advertisement pop up's.

I am current and up to date on all of my computer related
service packs and security and software updates on both
machines. I have DSL at home (where it happens) and T1 at
work (where I am writing from).

My curiosity was correct, I went home and closed the
Google and Yahoo! Toolbars and closed all Internet
Explorer sessions and opened a new IE and I found that the
Inactive Window did not interfere with the Active Window!
I thought I would let anyone who was curious about my
problem know that I think I found the fix.
