users are not able to load a COST software thats is being
deployed via Group Policies, because it needs to edit the
registry. how can I give the domain user account enough
rights to finish the installation without giving them too
much access and without going to each machine to add
their domain account to the local machine.

Applying software via GPO is supposed to alleviate this
issue. Take a look at the "Install with elevated
privileges" setting.
