Active Directory to Push Out Changes

Is it possible to use Active Directory to push out a shortcut link to all the
desktops in the domain? Is there any articles / how tos that will give me
instructions on how to do so. Also, if possible will Active Directory be
able to overwrite the links if necessary? Thank you.
 
You can do that by running a script (a script that will copy the shortcut on
the users desktop) through Group Policy.
