Active Directory Replication problem.

I just replaced another network admin at this site and I
am trying to fix problems he ignored. One of which is I
have one site Active Directory is not being updated.
I have 3 sites, Las Vegas, San Francisco and Los Angeles.
Los Angeles is my primary site with 3 servers with Active
directory on them. Las Vegas and San Francisco have 1
each. All servers are Windows 2000, with service pack
3. I have a frame relay cloud, with a T-1 into the cloud
at each site. The San Francsico server is reporting
Active Directory replication errors.
I installed Active Directory Monitor off the server CD.
Looking at it, on the San Francisco server, for
connection to both Vegas and LA I get "Replication
failure: the reason is: access is denied"
When I have looking at Vegas and LA, they say they are
fully up to date when connecting to each other, and San
Francisco.
I went into Event Viewer on the San Francisco server
(XPNORTH) and tried to connect to the bridgehead server
in LA and I get an "Unable to connect to FOREFRONT, the
reason is: access is denied"
From the LA server FOREFRONT, when I go into Event Viewer
and connect to XPNORTH, I can connect.
So... I think I have an RPC problem in San Francisco,
Any suggestions on how I troubleshoot it?

Michael,

I am not sure if you have a DNS related issue (RPC server unavailable) type
of problem by the problem description. I would start by placing some
temporary files (named servername.txt, etc.) on each DC in the sysvol
share. I would then let replication occur to see what servers are not
replicating. I would also follow this article to get you started on
