Active Directory Not opening

I have w2k PDC with 25 user licenses. I have my Oracle
Database and All userfiles.

I am experiencing a problem When i try to open Active
Directory Users and Computers Snap in i am getting a
message "Naming information cannot be located no authority
could be contacted to authorize "

Please help me . I tried to restore the system state from
my tape by logging into "Active Directory Restore " mode
but I cannot login to the system because system does not
recogonize the passwords in this mode.

But in normal mode all users are able to connect to
Network and works normally. I am not able to do anything
with the AD options.
