Active Directory Mailbox

Absolutely

I know there are Exchange mailboxes if Exchange is running and integrated
with AD, but if Exchange is not installed, what are the @domain.whatever
addresses actually for? Reason I ask is there are products that base their
licensing on the number of AD mailboxes. Is it possible to have an AD
mailbox and not have Exchange?

In order for an ldap object to be locatable it has to have a fully unique
relative distinguished name within AD. The @domain of which you speak is
part of the user principal name for AD.
