activation

I bought a new computer with Vista Home Basic OEM six months ago

Lots of my old stuff were not supported (winfax, scanner, etc) and I had to
uninstall it. Recently, I bought another computer for my kids and installed
Vista onto it.

When I tried activating it, it says it has been activated and I need to
purchase another code. Does that mean I have to throw away an unused Vista?

An OEM version of Vista can only be installed on the computer it came with.
If you want to run Vista on the computer you gave the kids, you need to buy
Vista retail.

So one day when I've upgraded my hardware and software to Vista capable for
my own computer, would the Vista be usable?

Depends on the changes you made to the hardware, if you upgrade the
motherboard, hard disk for example, you might trigger the need to reactivate
Windows Vista.

It should be, but it depends on what changes you make. If you alter your
hardware setup to the point where Microsoft figures you have a completely
different computer from the one you bought ("major changes"), you may not be
able to reactivate at all. Changing motherboards and boot hard drives may
(not will) be considered to be major changes.

If you're not able to reactivate online, you can try to activate by phone.
Wait until your phone call is answered, you need to convince an actual
person.

Short answer, yes. Longer answer, probably, although you may need to
phone the activation center rather then activating online (if the online
activation attempt fails), depending on how much hardware you've
changed.
