for the past year or so it will make me reactivate windows when my computer
is restarted or shut down. when i do reactivate it, it won't use my key and i
have to call for a temporary number. is there any way to fix it without
having to buy a whole new version of xp?

When you have successfully activated, save the file ../system32/WPA.dbl.
Restore this copy before starting windows. (Safe Mode does not require
activation)

Try repairing the registry entries for the .DLL files used by
activation:

Use Start- Run and enter the following text in the dialog box:
regsvr32.exe regwizc.dll

Then do it again with the following text:
regsvr32.exe licdll.dll

Good luck
