Not really, being as copyright infringement isn't a criminal offence in any
country in the world, even JesusLand. Stealing is.

The OP never said anything about a Service Pack.
There are many reasons to change a Produce Key, some of those are
legitimate.
Also a common reason to change a Product Key is to become legitimate after
an illegitimate installation was installed unknown to the owner.
