ACT! to Outlook

Bought Outlook 2003 w/ hopes it would be equivalent to ACT! But it didn't
have Business Contact Manager. Do I need that to make it equivalent to ACT!?
And then IS it really as robust a contact mangement program as ACT!?

Did the box say it included BCM?

Note that ACT, as dreadful as it is to sysadmins, does a lot that Outlook
can't do. If you have any need to share the BCM data, forget it. AFAIK it's
not shareable.
