Accidentally deleted "My Computer" how do i restore

The file is no longer in my recyling bin and when i do open "My
computer" from the start button it shows a flashlight how do i restore
it to its original self ???

Use system restore to go back to a date prior this

He means a system restore from Start-Programs-Accessories-System
Tools-System Restore which restores the registry etc. back to an
earlier date and which is done from with in windows, not the system
restore that sets your machine back to the factory defaults which is
done by either rebooting your machine from a restore disk or pressing a
certain before starting windows..
