Accidental Deletion of User Accounts

Recently we had a site accidentally delete a number of
user accounts. Is there a way to recover those accounts
with permissions intact?

Ken you can do an authoritative restore on one of your domain controllers if
you have a good recent system state backup. Once the users have been
restored, they will have the same sid, so their permissions should be
intact.

If you do not have a system state backup, then you will have to manually
recreate the users are reassign permissions.
