Accessibility: Alternative to Shift/click for clicking URLs?

This doesn't affect me directly, but I'm curious: I noticed that in Word 2002, the method of clicking a URL in a document, or a line in a table of contents, has changed. Whereas before it was just a click, now you must press shift and click simultaneously. How would someone who has a disability, such that he/she can't use the mouse and KB simultaneously, do this? I checked on-line help under "Accessibility" and couldn't find a clue.
 
In Tools > Options > Edit, uncheck the box for "Use CTRL + Click to
follow hyperlink". That will change the TOC and all other hyperlinks
so you need only a (single) click.
